We have over spiced food when camping. Still very good but had lots of water with it.

I like spicy food and make it at home all the time. I have never had a meal at a restaurant that was too spicy.
In terms of restaurant food, I've never any that was too spicy. I don't know if I would tell the manager. I don't want anyone to get fired.

For several years I ate at a Mexican restaurant every Friday night and ordered the same dish. Once it was so spicy I thought I'd die right on the spot. I spoke with the owner and told him I order this all time and he said they did nothing different to the dish and I should order something different in the future if I don't like spicy food. No refund, no substitution, never went back.
